The internal state FSP Examination at the State-Approved University Preparatory College Halle-Merseburg at the Merseburg University (SKHM) is based on the Studienkolleg Ordinance of the State of Saxony-Anhalt (StudKVO-LSA) of 15.07.2022, on the basis of the "Framework for university admission with foreign educational qualifications, for training in the University Preparatory Colleges and for the FSP-Examination", decision of the Standing Conference of the Ministers of Education and Cultural Affairs of the German Federal States (KMK) from 15 April 1994, in its currently valid form as of 21 September 2006.

With the state-approved FSP certificate of the SKHM, the international applicants acquire the university entrance qualification for all German state universities (Universitäten & Fachhochschulen).
